It wasn't a cruel hoaxer but a person who is somewhat mentally challenged. Owner is taking a soft approach to try and get the truth, and has also spoken to a friend of this person. It does definitely look now as if Harriet was clipped and ran off.
A tiny Yorkshire terrier was caught today in a country park in Wiltshire after being on the run in this awful weather since 18 November, so I have hope for Harriet.

Owner and her brother have been to see the witness today. He is a caring man who loves animals but does not express himself very well especially on the phone which is what has caused all the confusion.
What seems to have happened is that this man saw Harriet lying as if dead on the edge of the road and at risk to himself stopped on the hard shoulder and went to collect her, but she had got up and started running about and he couldn't catch her.
Anyway, fresh publicity has brought in a sighting of Harriet wandering about not very far from her home. Scent trails are now being laid.

I am hoping Harriet will follow the scent trail home tonight. But if not we will go there tomorrow morn and track from point of sighting.
You can't tell very well from her photo, but Harriet has quite a fuzzy coat in between smooth and rough with some bits fluffier than others. I suppose you would call it a broken coat? It's a freezing night, so I'm glad she has a bit of coverage.
